What the buyer is trying to do

Select a construction contractor to deliver an end-to-end historic-sensitive envelope rehabilitation and complete interior/MEP modernization of NPS Building 107 at the Charlestown Navy Yard so it can be repurposed for multi-departmental NPS office occupancy, while pursuing LEED certification (level not specified).

Who should pursue this
  • Large or mid-large general contractors with demonstrated federal building renovation delivery (GSA/PBS experience is a plus) at the $50M–$60M scale
  • Firms with strong historic masonry/envelope renovation capabilities (repointing, slate roofing, copper work, historic window scopes) and the ability to integrate them with full interior/MEP modernization
  • Teams that have delivered LEED-targeted renovation projects where certification documentation is integrated into procurement, submittals, and closeout
Work breakdown
  • Preconstruction/coordination to execute a full-building renovation while the facility is unoccupied
  • Historic-standard building envelope scope: repointing; roof deck and insulation; slate roofing; skylights; copper gutters and downspouts; window work
  • Full interior renovation to repurpose for multi-departmental NPS office occupancy
  • Replace/upgrade all building systems including MEP and HVAC
  • LEED-related documentation and construction practices to support certification (level TBD)
  • General construction management for a three-story, ~60,000 SF 1904 masonry structure at Charlestown Navy Yard, Boston, MA
Response package checklist
  • Confirm access process for secure documents on SAM.gov and provide SAM Unique Entity ID as instructed
  • Track SAM.gov for RFP release and amendments (notice states it is the offeror’s responsibility)
  • Past performance package emphasizing: historic-standard envelope work; full interior renovation; MEP/HVAC replacements; office repurpose projects; LEED certification experience
  • Technical approach narrative covering: envelope restoration methods (repointing, slate, copper, windows, skylights); MEP/HVAC replacement strategy; sequencing and QA/QC
  • Project management plan and proposed key personnel with relevant renovation/historic experience
  • Preliminary schedule approach aligned to full-building unoccupied renovation (detailed requirements expected in RFP)
  • LEED approach (certification coordination, documentation roles, construction waste practices) consistent with “level TBD”
  • Subcontracting plan/teaming plan for specialty historic envelope trades and MEP/HVAC (as required by RFP)
  • Cost/price volume structured to the RFP format once released
More BidPulsar strategy notesCompliance, pricing, teaming, risks, questions, and coverage notes
Compliance notes
  • Procurement is full and open competition (set-aside: NONE)
  • NAICS 236220 (Commercial and Institutional Building Construction) and PSC Z2AA are identified in the notice
  • RFP documents are indicated to be in a secure workspace; access requires requesting access and providing SAM Unique Entity ID
  • Anticipated solicitation date stated as on/around Feb 17, 2026; response deadline shown as 2026-02-17 21:00 UTC in the notice posting—verify when the RFP is released
Pricing strategy
  • The government’s estimate is $50,000,000–$60,000,000; price strategy should reflect large-scale renovation risk (historic envelope conditions, MEP integration) and likely contingencies governed by the RFP
  • Expect specialty envelope scopes (slate roofing, copper systems, repointing, windows/skylights) and full MEP/HVAC replacement to drive major cost; build pricing around clear trade breakdowns to manage subcontractor risk
  • LEED certification (level TBD) can introduce documentation/testing/commissioning-related costs—price should separate LEED/closeout deliverables where the RFP allows
Teaming and subs
  • Specialty historic masonry contractor for repointing and masonry repair appropriate to historic standards
  • Slate roofing specialist and skylight installer experienced with renovation tie-ins
  • Architectural sheet metal/copper specialist for gutters and downspouts
  • Historic window specialist (restoration or historically appropriate replacement depending on RFP)
  • MEP/HVAC primes/subs with experience replacing systems in existing masonry buildings and supporting office occupancy requirements
  • LEED consultant/commissioning support aligned to certification requirements once specified
Risks and watchouts
  • Historic standards requirement for the envelope (repointing, slate, copper, windows) can drive submittal scrutiny, material lead times, and workmanship acceptance risk
  • Unknown existing conditions typical of a 1904 masonry structure; anticipate discovery risk that can affect schedule/cost until RFP provides investigations and allowances
  • Integration risk between envelope upgrades (roof deck/insulation, windows) and HVAC performance/energy goals tied to LEED certification (level TBD)
  • RFP access is via secure documents; failure to obtain timely access (SAM UEI requirement) could compress bid time, especially given the stated solicitation timing
Smart questions to ask
  • What level of LEED certification is required (or targeted), and what specific LEED-related deliverables (commissioning, waste diversion, materials tracking) will be evaluated/required?
  • Are there prescriptive historic standards or specific review/approval stakeholders for envelope work (e.g., required materials/methods for repointing, slate, copper, windows, skylights) and what is the submittal/approval timeline?
  • What existing-condition information will be provided (surveys, hazardous materials reports, structural assessments, MEP as-builts), given the 1904 masonry building and full interior/MEP renovation scope?
  • What is the intended acquisition/award method and evaluation basis (e.g., best value vs low price technically acceptable), and what is the relative weighting of technical approach vs price?
  • Are there site logistics constraints specific to the Charlestown Navy Yard location (access, staging, laydown, work hours) that will affect means/methods and schedule?
  • What is the expected commissioning and performance verification scope for the new MEP/HVAC systems supporting multi-departmental office occupancy?
