Description

The Montgomery Central Appraisal District (“District”) isrequesting proposals from qualified vendors for RFP 2026-001 – HomesteadExemption Technology - for the provision of services including an electronicpre-approval/intake system and (optionally) a mobile application forapplication submission and status tracking. Sealed proposals (five (5) copies)must be received no later than 12:00 p.m. (NOON) on June 1, 2026. Proposalsshall be submitted in a sealed envelope conspicuously marked “Attn: RFP Committee– Homestead Exemption Technology” and delivered or mailed to: MontgomeryCentral Appraisal District, Attn: RFP Committee – Homestead ExemptionTechnology, 109 Gladstell Street (hand delivery), P.O. Box 2233, Conroe, TX77305. Late proposals will not be accepted. Questions regarding this RFP mustbe submitted by May 18, 2026, to vgipson@mcad-tx.org; responses will beprovided by May 25, 2026. The District reserves the right to reject any and allproposals and to waive informalities as permitted by law. More detailed information on the RFP can befound at https://mcad-tx.org/rfp-rfq The Montgomery CentralAppraisal District invites proposals from qualified vendors to provide computertechnology solutions for the processing of applications for residentialhomestead exemptions. The purpose of this initiative is to enhance theadministration and accessibility of homestead exemption services through anelectronic pre-approval system for homestead exemption applications and amobile application for submitting homestead exemption applications thataccommodates interacting with the District during the exemption evaluationprocess. The primary objective is to allow property owners to submit exemptionapplications and supporting documentation electronically, including through amobile app, and to utilize technology in reviewing and pre-screeningapplications and in identifying eligible exemptions. The District intends toimplement a tested and proven technology solution that integrates effectivelywith existing systems, enhances exemption processing, and offers long-termvalue. This RFP outlines the District’srequirements and expectations. The District will evaluate proposals based oncriteria such as experience and professional references, pricing and costeffectiveness, quality of work and past performance, functionality, and adherenceto specifications such as implementation methods and timelines, systemintegration capabilities, and security and compliance standards. As usedherein, the terms “vendor,” “seller,” “contractor,” “bidder” or any similarterms used to reference the bidder shall mean the person or entity offering aproposal in response to this request for proposal.
