Procurement Frequently Asked Questions The drba bid process The DRBA utilizes CapEx Manager (CapEx) as its online platform to publicly advertise all open-competitive Bid and Proposal opportunities, to publish the results of those solicitations and to house all historic information pertaining to the DRBA’s past public solicitations and awards. Once a competitively-bid project has been awarded, the DRBA and its Contractors also utilize CapEx for project administration (i.e., inspection reports, pay estimates, change orders, etc.). Most Asked Questions Below are the most asked questions about our public procurement process. HOW DO I VIEW CURRENT PUBLIC SOLICITATIONS? A link to CapEx is on the button below. You do not have to be registered in CapEx to view basic project information such as the Project Name, Service Type, Bid/Proposal Due Date, etc. Simply use the Proposal Request Status toggle buttons to filter the Projects by Status, Type, Due Date, etc. go to capex CAN I BE NOTIFIED BY EMAIL WHEN PROJECTS ARE ADVERTISED FOR PUBLIC BIDDING? Yes. Vendors must be registered in CapEx to be eligible to receive automatic notifications. Under ‘Vendor Profile’ click on ‘Notification Settings’ and edit the ‘Service Type’ to select notifications for the types of projects that you would like to receive. I SEE AN INTERESTING PROJECT. HOW DO I VIEW THE BID DOCUMENTS? Once registered in CapEx. you will need to subscribe to a project in order to view the associated contract and bid documents. Once you have located the project from the ‘Current Solicitations’ page, you will be redirected to the CapEx login page. Under ‘RFB Summary’, click the link to ‘Subscribe’ under ‘Procurement Details’. Once you have subscribed to the project, click on ‘RFB Detail’ page. Under ‘Document Management’ click on ‘Base Contract Documents’. HOW DO I SUBMIT AN ELECTRONIC BID? Once you have selected the project from the ‘Project List’, you will be redirected to the ‘RFB Summary’ page. Near the bottom of the page, under the ‘Bid Detail’ section, click the 'Take Bidder Role' button, which will unlock the ‘Bid’ tab at the top of the page. Next, click the ‘Bid’ tab and enter your Bid information under the ‘Line Items Specified’ section. HOW DO I SUBMIT AN ELECTRONIC PROPOSAL? In the RFP Summary tab, under the Proposal Detail Section, select the ‘Take Proposal Responder Role’ button. Click the ‘Proposal’ tab. In the Document Management section, click ‘Upload’ to upload your Proposal and your Proposed Fees document files. After you have uploaded the individual Proposal and Fees documents, in the ‘Document Management’ section, enter your initials (first letter of the submitter’s first name and second letter of the last name) and click Submit to finalize. HOW DO I VIEW BID RESULTS? To view preliminary award results, visit the ‘Search for Solicitations’ page which can be accessed from the CapEx login page. Once you have selected the project from the ‘Pre-Award’ status, click on the link labeled ‘Bid Tab’ to view the bid summary. Line item bid results of all bidders are made available once the subject contract has been fully executed. DOES THE DRBA PROVIDE AN ENGINEER'S ESTIMATE FOR CAPITAL PROJECTS? No. Engineer’s Estimates are not made available to the public prior to bidding. However, annual budget information can be found on the Authority’s published Capital Improvement Plan.
