Improvements to the existing Stormwater Management (SWM) Pond #1 located in private open space of the Mariners Watch Subdivision. Work will include, but not be limited to; pond excavation for sedimentation removal, replacement of the existing metal outlet structure and barrel pipe with a concrete outlet structure, trash rack, barrel pipe, outlet riprap apron, regrading, and spillway re-construction in accordance with the contract specifications. The project is located within Mariners Watch Subdivision at the intersection of Red Lion Road (Route 71) and Kirkwood-St.Georges Road, in New Castle County, Delaware Bids addressed to the New Castle County Purchasing Division will be received by the Purchasing Division, New Castle County Government Center, 87 Reads Way, New Castle, DE, 19720, telephone (302) 395-5250 until Tuesday, 2:00 p.m. August 16, 2016, when they will be opened and read publicly. Bid envelopes shall carry a clear notation “Mariners Watch Subdivision SWM Pond #1 Improvements Plan,” Contract 2016-13, Bid # 16-1650. Plans and Specifications may be obtained in the William J. Conner Building, 187-A Old Churchmans Road, Room 058, New Castle, DE, 19720, telephone (302) 395-5749, on and after July 06, 2016 upon payment of $25.00 (non-refundable). Bids shall be accompanied by a bidder’s bond or certified check in an amount equal to 10 percent of the bid price, payable to New Castle County and conditioned to be forfeited to said County for failure to enter into a contract, if awarded. Awards, if any, will be made to the lowest and best responsible bidder. The County reserves the right to reject any and/or all bids and to waive minor irregularities. Bidders are required to submit all Proposal pages with their bid. The Proposal must be signed and sealed. A bid bond must be included with the Proposal. The CRC form, if not already submitted must also be included with your submission. Any deviation from these instructions may result in the rejection of your bid. The successful Bidder will be required to give bond of a surety company, acceptable to the County, and licensed to do business in the State of Delaware, in the amount of the contract price. CONTRACTORS RESPONSIBILITY CERTIFICATION Contractors proposing to submit a bid to New Castle County for a Special Services contract expected to exceed $100,000 are required to complete and submit a signed original Contractors Responsibility Certification (CRC) form. This form should be submitted as soon as possible but in all cases must be received by the New Castle County Department of Special Services Contracts Officer no later than the advertised deadline for bid submittals. Failure to submit the form by that time will result in the County’s inability to consider your bid for award. Please be advised that failure to thoroughly and accurately complete the form may also result in the County’s inability to consider your bid for award. PREBID MEETING There will be pre-bid meeting at 9:00 a.m. on July 06, 2016 in the General Meeting Room of the William J. Conner Building, 187-A Old Churchmans Rd., New Castle, DE. PREQUALIFICATION New Castle County will only accept bids from contractors prequalified with the County in the category “B,” Site Work. Prequalification forms are available from the Special Services Contracts Officer in the William J. Conner Building, telephone 302-395-5749. Prequalification applications/updates for this project must be received by the Special Services, Chief of Project Management, 187-A Old Churchmans Road, New Castle, DE 19720 by July 15, 2016.
