Hazard to Navigation Removal & Disposal, Portland Harbor, Maine
The U.S. Army Corps of Engineers, New England District will be issuing an Invitation for Bids for the Removal of a Hazard to Navigation in the Federal Navigation Project at Portland Harbor in Portland, Maine. This procurement is an Unrestricted Invitation for Bid (IFB). The NAICS code for the work is 237990 with a Size Standard of $45M. Construction is expected to take about 2 days to complete. The estimated construction cost is $100,000 to $250,000. Any responsible source meeting this standard may submit a bid to be considered by the New England District.
Under this contract, the successful bidder will be required to provide all personnel, labor, materials and floating plant needed to accomplish the removal and disposal of a submerged obstruction to navigation in the FNP in Portland Harbor, Maine. Portland Harbor is a very busy commercial port with deep draft commercial vessels including tankers and container vessels calling on it. The obstruction appears to be the remains of a wooden (with some attached metal) wharf pile and is located downstream of the Casco Bay Bridge and approximately 240 feet off the Holyoke Wharf at approximate position, 43° 38 55.22N, 070° 15 15.96W, inside the authorized, 35-ft deep, Fore River channel feature of the FNP. The obstruction, an approximately 32’ long (i.e., above the mudline) by 2’ diameter wooden wharf piling, is lodged in bottom sediments, and sticking up above the channel bottom at a low angle at (tip) elevation -30.8 feet below Mean Lower Low Water (MLLW). The length of pile extending below the mudline is unknown. The objective of this contract is to remove and dispose of the pile in its entirety. However, if removal of the pile in its entirety (e.g., the portion below the mudline) is not feasible, then removing that portion of the pile above the mudline and below -35.5’ MLLW or deeper, is also acceptable. Photo verification and proof that the pile has been removed and disposed of in accordance with the requirements of this contract will be required. Acceptance of work will be contingent on Government after removal hydrographic surveys showing the project clear to the target depth. All work, including any underwater diving, shall be in accordance with the U.S. Army Corps of Engineers, Safety and Health Requirements Manual (EM 385-1-1, 15 March 2024 Version) and in accordance with all Federal, State and local requirements. Completion of this work must take place no later than 90 days from notice to proceed.
This is not an invitation for bids at this time. The solicitation requirements and contract documents include instructions for submission and the response date will be available on or about mid-April 2026. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the System of Award Management website (https://www.sam.gov/). All responsible sources may submit a bid, when the solictation is posted, in accordance with the solicitation proposal submission instructions, which shall be considered by the New England District.
