Request for Qualifications (RFQ) Comprehensive Land Use Plan Revisions / Unified Development Code Revisions / Economic Development Strategies

The Department of Planning & Development of the City of Euless, Texas, is requesting responses from qualified individuals, firms, and teams to undertake a public planning process to review and update the Comprehensive Land Use Plan, and either concurrently or subsequently carry out a review and update of the Unified Development Code to ensure compliance and conformity with the vision of the Plan and State Law. A digital copy of this RFQ outlining the requirements for submission is available for download from the City’s website, www.eulesstx.gov. All physical documents requested physically herein, and all questions regarding this RFQ, must be received by the Department of Planning & Development before 3:00p.m., Friday, June 19th, 2026, and shall be addressed to: Reagan C. Rothenberger, AICP Director of Planning & Economic Development City of Euless 201 N. Ector Drive Building C / Planning & Engineering Euless, Texas Five (5) paper copies of the response shall be submitted to the physical address noted above in a sealed envelope marked “Euless Comprehensive Land Use Plan” and an electronic version with the proposal in searchable PDF format shall be submitted to rrothenberger@eulesstx.gov and cc’d to lpayne@eulesstx.gov. In a separate marked envelope, please provide a general cost estimate for a scope of work taking into account the “tasks” further enumerated in this document. This shall be the only time the cost estimate or any fees shall be mentioned in any documentation.
