Questions: Questions are due no later than Tuesday, June 9th, 2026 4:00PM (ET) – Submit via the Q&A Board within this electronic solicitation event. All questions submitted by deadline will be addressed via Addendum that will be posted within the "'Buyer Attachments" section sometime after questions deadline. Financial Proposal: Offeror should propose a total, not-to-exceed (NTE) fee for the cost for services for each type of service (1. feasibility study, 2. campaign planning and counsel) and for each contract term (August 3, 2026 - June 30, 2028; July 1, 2028 - June 30, 2029, and any term thereafter if applicable and advised/proposed by Offeror). Please upload Financial Proposal under the appropriate tab within the "Executive Summary/Proposal Overview" section. Contract Term: The Contract resulting from this RFP and the Successful Offeror’s Proposal shall have an initial term from August 3, 2026 through June 30, 2028. The Contract shall be renewable for up to two (2) consecutive one (1) year renewal periods. The total contract period will not exceed four (4) years, subject to KRS 45A145. Annual renewal will be contingent upon the University’s needs and satisfaction with the services performed and the overall performance of the Contractor. The University reserves the right to renegotiate any term and/or condition as may be necessary to meet requirements for any renewal period. The Successful Offeror will be advised of any proposed revisions prior to the renewal period. Form of Contract: The contract executed with the Successful Offeror(s) will be a Personal Service Contract (PSC) that will be submitted to the Kentucky State Government Contract Review Committee (GCRC) for approval. A sample of the PSC form can be viewed in the "Buyer Attachments" section of this RFP. Successful Offeror must be registered with the Kentucky Secretary of State Office as required by Kentucky law.
