Many services are already under contract with suppliers that provide a variety of services, and the preference is to use these suppliers if possible. If you place orders without a purchase order or an approved contract, you may severely limit your department's ability to rectify damages or receive additional warranties. Also, you may subject the University to certain risks and liabilities restricted under negotiated contracts. Orders placed without review and approval by PCPS are typically submitted as confirming orders and should only be limited to emergency purchases or with specific, prior approval by PCPS.
