TOWN OF SCITUATE, MA SOLICITATION OF BIDS COASTAL NESTING WATER BIRD MONITORING & MANAGEMENT SERVICES Scope of Services The Town of Scituate, Massachusetts invites bids from qualified entities for coastal nesting shorebird monitoring and management services. The scope of work includes the following services listed below. Communicate and work together with Town of Scituate officials for purposes of coastal nesting water bird monitoring and human disturbance management from March 15, 2026 through November 1, 2026. At the start of the field season install, monitor, and manage symbolic fencing and signage consistent with state and federal guidelines to protect nests and scrapes, as needed, on Scituate beach property based on the presence of potential nesting habitat and/or the presence of birds. Adjust fencing as needed throughout the season to protect new nesting and unfledged young. Monitor the site at least 3-4 times a week to ensure comprehensive understanding of nesting success and factors impacting nesting success. Provide guidance for town staff to install required regulatory signs. Dependent on habitat, nest site locations, and predator abundance, install predator exclosures, and/or low predator/high predator fencing to protect nests. Maintain records of coastal bird breeding locations, reproductive success where possible and factors affecting nest loss, (including predation or disturbance); provide required records to Mass Natural Heritage Endangered Species Program and Town of Scituate by September 30th of each year. Required: Provide adequate staff on July 4th to adequately protect any chicks or nests from holiday celebrations in conjunction with local authorities. Locations to be monitored include town owned portions of Third Cliff Beach, Humarock Beach, The Glades, Bassings Beach and Briggs Harbor . Minimum Qualifications • Minimum of two (2) years experience
