Description

Military Sealift Command’s Hew Hire Medical Evaluation Support Services

Commander, Military Sealift Command (COMSC), in his role as single Department of Defense (DoD) manager for sea transportation, operates a worldwide command and a Government-owned fleet of approximately 116 ships that provides strategic and operational sealift to meet national defense objectives. To properly crew these vessels medically fit Civilian Mariners (CIVMAR) are required, and this starts with the recruitment and screening of Applicants. Due to the remoteness with which Military Sealift Command (MSC) vessels operate, medical risks must be carefully managed by MSC Force Medical and why CIVMAR applicants’ medical history must be reviewed.

The Government is seeking information on capable and qualified companies to meet the following requirement:

Description: The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, other items, and non-personal services necessary to perform MSC’s Hew Hire Medical Evaluation Support Services as defined in the attached Draft Performance Work Statement (PWS) except for those items specified as government furnished property and services. The Contractor shall perform to the standards in this contract.

Objective: The objective of this contract is to provide necessary support to MSC’s Force Medical to accomplish medical suitability screening of CIVMAR applicants.

Respondents are encouraged to provide any feedback regarding the draft Performance Work Statement and industry's ability to meet the Government's requirement.

Each response should also include:

  • Company name
  • Company address
  • Company point of contact, phone and email address
  • Company Business Size (i.e., other than small business or small business)
  • Feedback on the ability to meet all requirements in draft PWS
  • Questions or feedback about the draft PWS, if any

Please limit responses to three pages. Not responding to this request does not preclude participation in future requests, if such are issued.

Responses to this request should be submitted via email to John Walker at john.m.walker154.civ@us.navy.mil no later than 30 April 2026 at 3:00pm EST.

Please note, during this time the Government is unable to provide direct responses to questions received in response to this RFI. However, due consideration will be given to all feedback and any feedback received may be used to revise the requirements.

This is not a request for proposals, and no contract will be awarded as result of responses received. This announcement is for market research and planning purposes only. This is not a solicitation and no contract will be awarded from this announcement. This announcement is not constructed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.
