Notice of Proposed Sole Source Scope of Work and Sole Source Justification NPSS1 PMAA 2026*0197 CPW Insights Discovery Training Program Scope of Goods Colorado Parks and Wildlife seeks to purchase learning and development curricula for their staff; this curricula utilizes online personality testing to create the curriculum. Based on the individual's test, the curriculum is individually tailored to create a self-awareness tool (a personal profile) that helps employees learn how to tap into their strengths, focus on areas for personal growth, and learn how to best communicate with fellow employees. The current program in use utilizes a four-color model to help individuals and organizations understand preferred working styles, strengths, and communication methods. This ongoing purchase requires the annual purchase of curricula for new staff, as well as existing staff transferring to new teams. The amount of curricula purchased is dependent on how many FTEs are hired and how many transfers are made. CPW has 4 accredited practitioners that have gone through Insights Discovery training which allows CPW to manage in-person training using the purchased curricula. Once the number of new hires has been determined, the Program Manager/accredited practitioner reaches out to the vendor to let them know they would like to hold a training and need curricula to accompany the training. The vendor then emails CPW a link to the personality test which is then sent to each of the participants. The vendor then uses an application to evaluate the participant’ s responses and build the custom-tailored training curriculum, which is called the “Profile”. CPW then orders physical copies of the profiles along with participant kits for each of the participants of the training. This includes: The Standard Participant Kit: Printed or Electronic Insights Discovery Profile (FM) Introductions to Insights Discovery Workshop Journal Foundation Reference Guide Speed Chatting Cards Insights Soft Blocks Foundation Participant Kit: 1 Printed or Electronic Insights Discovery Profile (FM) Foundation Reference Guide Speed Chatting Cards Insights Soft Blocks Team Wheel 1-50 delegates This shows where each team member falls in the Insights Discovery 72 Type Wheel which allows for better teamwork and communication Using these tools, the CPW accredited trainers then hold training sessions to unpack the information in the Profiles and show participants how to develop professional skills, find areas for growth, and communicate better with colleagues. In addition to the curriculum, CPW will use the suggested budget to have their accreditations renewed for the accredited trainers, however no new training is required annually for the trainers. Schedule and Term of Award A Purchase Order will be issued as soon as practical. The Sole Source Procurement end date is June 30, 2031. Budget Colorado Parks and Wildlife (CPW) has budgeted an approximate amount of $326,438.44 for the purchase. Sole Source Justification CPW has been utilizing Insights North America’ s Insight Discovery program since 2015. This program offers value not only in the unique content of the program, but also allows CPW to have internal trainers which provides cost savings. CPW has used other personality testing programs and have found that Insights fits best with the agency’ s values and approach to communication and leadership skills. Insights North America legally protects its specific evaluators, software, and text under strict intellectual property and trademark laws. It is necessary to continue to purchase these goods from Insights North America because the majority of CPW’ s working staff is currently using this specific professional development tool - switching to a different program would result in some staff having a different training than those that have taken the Insights Discovery program. This would be detrimental to CPW’ s ability to effectively communicate internally , and could have larger impacts on CPW’ s ability to effectively manage programs which are focused on carrying out CPW’ s mission. 2 Contact and Submittal Submit any questions or any submittal item via email with the solicitation number NPSS1 PMAA 2026*0197 in the subject line to: Jeanette Stroud Department of Natural Resources, Purchasing Office Jeanette.Stroud@state.co.us Submittal Items This Notice of Proposed Sole Source (NPSS1) has been posted to invite vendors who may be able to offer the goods noted in the Scope of Goods to respond and confirm their capabilities. If it is determined that more than one vendor can provide the goods needed, the purchase will be formally solicited. In order to demonstrate your ability to fulfill the need, please send an email with a brief one-page cover letter (as an attachment), signed by the sole proprietor , individual or someone authorized to bind your firm which includes: Vendor Name, Vendor Address, including City, State, and zip code, phone number , and email address. In your letter describe how your firm, considering the ability of Insights North America Inc and the goods they are offering, could supply these goods. Important: Please be aware that this is not a solicitation for a proposal, quotation, or pricing. This is simply a notification that the Department of Natural Resources Purchasing Office intends to issue a sole source contract award as outlined above. This is an opportunity for other entities to challenge the sole source status of the contract award. If a challenge is received, unless proved to be unfounded, a solicitation will be issued. Entities that are not prepared to go forward and respond to a solicitation for this work are not encouraged to submit a challenge. 3
