What the buyer is trying to do

Establish an on-call/as-needed roofing contractor to inspect roofs, perform repairs, and complete roof installations at multiple Hennepin County facilities under a multi-year (three-year base) arrangement.

Who should pursue this
  • Roofing contractors with documented ≥5 years of experience performing roof inspections, repairs, and installations
  • Firms able to support multi-site, countywide dispatch/on-call service for various County facilities
Work breakdown
  • Perform roof inspections at various County facilities (as-needed)
  • Execute roof repairs identified through inspections or County requests (as-needed)
  • Provide roof installation services when required at County facilities (as-needed)
  • Coordinate scheduling/access with County Facility Services across multiple sites
Response package checklist
  • Evidence of minimum five years’ experience providing roof inspections, repair, and installation services
  • Relevant project list demonstrating inspections + repairs + installations (ideally for multiple facilities/portfolios)
  • Staffing plan for as-needed calls across various County facilities (dispatch, coverage, surge capability)
  • Approach/methodology for inspections, repair prioritization, and installation delivery (aligned to County facility operations)
  • Safety plan and site-access coordination approach for occupied public facilities
  • Any required forms and certifications contained in the full solicitation (not included in the brief)
More BidPulsar strategy notesCompliance, pricing, teaming, risks, questions, and coverage notes
Compliance notes
  • Experience requirement: contractor must have a minimum of five years of experience providing roof inspections, repair, and installation services
  • Bidding window referenced in notice text: Open Date 2/10/2026; Close Date 3/10/2026
Pricing strategy
  • Expect pricing to accommodate as-needed work across multiple facilities; ensure your pricing structure can cover inspection events, repair tasks, and installation projects under one contract vehicle
  • Because scope is multi-site and on-call, include assumptions/clarifications on mobilization, travel between facilities, and after-hours access—only if permitted by the solicitation
Teaming and subs
  • Consider subcontract support for surge capacity on larger installation needs while maintaining a single point of coordination for County Facility Services
  • If your firm is inspection/repair-strong but installation-light (or vice versa), team with a complementary roofing installer/crew to cover the full inspection-repair-install continuum
Risks and watchouts
  • As-needed demand variability can stress staffing and materials; ensure you can respond across various County facilities without service gaps
  • Multi-site coordination and access at County facilities can create schedule risk (work windows, occupants, security procedures)
  • The brief is truncated (" • The con..."); key technical and administrative requirements may be missing from the summary and could materially affect eligibility and pricing
Smart questions to ask
  • What roof system types and typical facility roof profiles are included (e.g., flat/membrane vs. pitched), and are there known priority buildings?
  • What response times are required for emergency leaks vs. routine inspections/repairs?
  • Will the County request unit pricing (labor rates/material markups), task-order pricing, or a blended schedule of values for inspection/repair/install work?
  • Are there prevailing wage, licensing, insurance, bonding, or specific manufacturer certification requirements in the full solicitation?
  • How will the County define and schedule inspections (e.g., annual, seasonal, post-storm), and what inspection reports/deliverables are required?
