The U.S. General Services Administration (GSA) is issuing this Invitation for Bids (IFB) for the sale of DEMIL A Mixed Metals Scrap generated by multiple Federal agencies located throughout the National Capital Region (NCR), including the District of Columbia, Maryland, and Virginia.
This solicitation establishes a term sales contract under which the successful bidder (Buyer) shall purchase scrap material and perform removal as a condition of sale.
Scrap material includes, but is not limited to:
- Steel
- Aluminum
- Copper / Brass
- Wire
- Other ferrous and non-ferrous metals
Electronic waste (E-waste), ADP equipment, and data-bearing devices are excluded from this contract.
All property is sold strictly for recycling as material content only in accordance with 41 CFR 102-38. Resale as usable property is prohibited.
Contract Structure
- Base Period: One (1) Year
- Option Periods: Two (2) One-Year Options
- Maximum Contract Term: Three (3) Years
- Extension: Up to six (6) months at Government discretion
Pricing Structure
This is a removal-based sales contract.
Bidders shall submit firm-fixed unit prices for defined removal event types. Pricing shall not be based on weight, market indices, or material composition.
Mandatory Pre-Bid Inspection
Pre-bid inspection is mandatory.
