- INTRODUCTION:
THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).
The National Center for Advancing Translational Sciences (NCATS), National Institutes of Health (NIH), intends to award a firm-fixed-price contract for the acquisition of a Revvity (PerkinElmer) JANUS G3 automated liquid handling workstation.
- NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE and SET ASIDE STATUS
NAICS code 621511 - Medical Laboratories @ $41,500,000. This acquisition is NOT set aside for small businesses.
- REGULATORY AUTHORITY
This acquisition will be conducted using FAR Part 12 – Acquisition of Commercial Items in conjunction with FAR Part 13 – Simplified Acquisition Procedures, as applicable. The resultant contract will include all appropriate provisions and clauses in effect through the current Federal Acquisition Circular (FAC)..

This acquisition is being conducted under the authority of:

- DESCRIPTION OF REQUIREMENT:
- PURPOSE AND OBJECTIVES:
NCATS requires the acquisition of a replacement Revvity (PerkinElmer) JANUS G3 automated liquid handling workstation to replace an existing first-generation JANUS instrument currently in use for approximately 17 years.
The system supports Compound Management operations responsible for preparing and distributing chemical compounds to NCATS researchers and collaborators. The replacement system must integrate seamlessly with existing laboratory infrastructure, automation workflows, and validated protocols.

Salient characteristics
The system must be compatible with existing JANUS accessories and WinPrep protocols currently used by NCATS Compound Management. The system must include:
• Revvity (PerkinElmer) JANUS G3 automated liquid handler
• 8-Tip dispenser
• Modular Dispense Technology (MDT) dispenser
• 500 μL syringes
• MDT heads: I30 384, I30RC 384, and I50 96
• (2) PlateStak diving boards with associated required accessories
• System table
• (2) Inheco MultiTEC controllers
• (8) CPAC Ultraflat HT 4°C–70°C deck tiles
• Microplate tilter
• (2) MDT docking stations
• Modern computer with required JANUS control software
• 115V air compressor
• MDT gripper VE assembly
• Installation and system setup

Delivery Date: One-time delivery to NCATS, 9800 Medical Center Drive, Rockville, MD 20850, within 30 days after receipt of order.
PERIOD OF PERFORMANCE: Includes a 180-day parts and labor warranty beginning upon installation and system acceptance.
- CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION
The Government’s determination to award this requirement on a non-competitive basis is based on the unique technical requirements of the acquisition and the results of market research conducted in accordance with FAR Part 10.
The required system must be fully compatible with existing Revvity (PerkinElmer) JANUS platform components, including Modular Dispense Technology (MDT) hardware, integrated accessories, and WinPrep software protocols currently used by NCATS Compound Management. These systems are part of an established laboratory automation environment supporting ongoing research operations.
Use of an alternative liquid handling system from another manufacturer would require significant modification or replacement of existing equipment, redevelopment and revalidation of protocols, and retraining of personnel. This would result in substantial duplication of cost to the Government and unacceptable delays to mission-critical research activities.
Market research included a review of commercially available liquid handling systems, outreach to industry vendors, consultation with technical subject matter experts, and review of GSA Advantage, Dynamic Small Business Search, and prior Government acquisitions. While other liquid handling systems are available in the marketplace, none were identified that can meet the Government’s requirement for full compatibility with the existing JANUS-based infrastructure without significant additional cost and operational disruption.
The JANUS G3 system is proprietary to its manufacturer, Revvity, Inc., and must be procured through a vendor capable of providing the required configuration, components, installation, and integration support. Based on market research, Copia Scientific is the only vendor identified that can provide the required system configuration and associated support necessary to meet the Government’s requirements within the required timeframe.
Accordingly, this acquisition is justified under FAR 6.302-1.

- CLOSING STATEMENT
This notice is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this requirement.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
This notice does not obligate the Government to award a contract or otherwise pay for any information submitted in response.
