Print Bid Title: W.O. 27-03: Contract 1 – Pavement Preservation Category: Construction Services Status: Open Description: INVITATION TO BID Sealed bids for the construction of W.O. 27-03: Contract 1 – Pavement Preservation will be received by the Billings City Clerk, 316 N 26th St, Billings, MT 59101, P.O. Box 1178, Billings, MT 59103, or until 2:00 P.M. local time on Tuesday, July 7, 2026, and then publicly opened and read aloud. The bid opening will be via Facebook Live on the City’s Facebook page: Billings MT City Government. The project consists of: Milling and overlay of Poly Dr (Rehberg Ln to 17th St W), the driving lanes of Monad Road (32nd St W to BBWA Crossing), 24th St W (Grand Ave to Colton Blvd), High Sierra Blvd (Wicks Ln to Siesta Ave), Fantan St (Wicks Ln to Siesta Ave), Gleneagles Blvd (Wicks Ln to Black Diamond Rd), Siesta Ave (High Sierra Blvd to Fantan St), Wicks Ln (Fantan St to Gleneagles Blvd), and Pavement patching in select locations in preparation for scrub sealing in addition to the scrub sealing of Lewis Ave (Division St to 24th St W), and 19th St W (Lewis Ave to Grand Ave), the Amend Park Commercial Area, the Holiday Ave Commercial Area, and the Enterprise Ave Commercial Area (see exhibits), and Pavement patching and crack sealing in preparation for chip sealing in select locations for chip sealing in addition to the chip sealing of various roads in the Lampman Subdivision (see exhibits), and Sidewalk, curb, and ADA improvements at select intersections and locations throughout Billings (see exhibits). The plans, specifications and a plan holders list may be examined through this site for no charge. In addition, the Drawings and Project Manual may also be examined at montanabid.com . There will be a non-mandatory Pre-Bid Conference via Microsoft Teams at 1:30 P.M., Wednesday, June 24, 2026. Interested CONTRACTORS are encouraged to attend by emailing Ken Ard at to request an invitation to the meeting. CONTRACTOR and any of the CONTRACTOR’S subcontractors bidding or doing work on this project will be required to be registered with the Montana Department of Labor and Industry (DLI). Forms for registration are available from the Department of Labor and Industry, P.O. Box 8011, 1805 Prospect, Helena, Montana 59604-8011. Information on registration can be obtained by calling 1-406-444-7734. All laborers and mechanics employed by CONTRACTOR or subcontractors in performance of the construction work shall be paid wages at rates as may be required by the laws of Yellowstone County and the state of Montana. The CONTRACTOR must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Each bid or proposal must be accompanied by a Certified Check, Cashier’s Check, or Bid Bond payable to the “City of Billings, MT” in an amount not less than ten percent (10%) of the total amount of the bid. Successful BIDDERS shall furnish an approved Performance Bond and a Labor and Materials Payment Bond, each in the amount of one hundred percent (100%) of the contract amount. Insurance as required shall be provided by the successful BIDDER(s) and a certificate(s) of that insurance shall be provided. Bids submitted via email shall have the bid bond scanned and included with the bid. Bids submitted via mail or hand delivered shall have any of the bid securities included. No bid may be withdrawn after the scheduled time for the public opening of bids, which is 2:00 p.m. local time, Tuesday, July 7, 2026.
