This notice content from Iowa State University Procurement describes the internal process to obtain an Iowa State University Purchasing Card (P-Card), not an external vendor solicitation. Cardholders must submit a P-Card application in Workday via the “Create Request” task and then complete a Purchasing Card Orientation session; transactions will be declined until orientation is completed. Eligibility is stated as Iowa State University faculty, staff, and graduate assistants with approvals from the cardholder’s manager and the department cost center manager, and new cards are sent directly to the applicant. A Card Services Help Desk contact is provided (515-294-7024, cardservices@iastate.edu), and the notice references supporting forms/links including a Card Transaction Log spreadsheet and other procurement forms.
Provide instructions and governance steps for Iowa State University personnel to request, receive, and activate an internal Purchasing Card (P-Card) through Workday, including mandatory orientation before transactions are allowed.
- Submit P-Card program application in Workday using Create Request → Request Type search ‘card’ → select “Card Application – NEW Purchasing Card (P-Card)”
- Obtain approvals from cardholder’s manager and the department’s cost center manager
- Receive newly ordered P-Card (sent directly to applicant)
- Complete Purchasing Card Orientation via Workday Learning (required; transactions declined until completed)
- Use supporting tools/forms as applicable (e.g., Card Transaction Log.xls; other referenced procurement forms)
- Contact Card Services Help Desk for issues (Phone: 515-294-7024; Email: cardservices@iastate.edu)
More BidPulsar strategy notesCompliance, pricing, teaming, risks, questions, and coverage notes
- P-Card issuance requires completion of Iowa State University P-Card program application and attendance/completion of orientation
- P-Card transactions will be declined until Purchasing Card Orientation is completed
- Approvals required: cardholder’s manager and department’s cost center manager
- Misclassification as a bid opportunity: the provided text is procedural guidance for obtaining a university P-Card, with no stated scope for vendor delivery
- Operational risk for cardholders: transactions will be declined until Purchasing Card Orientation is completed, which may disrupt planned purchases if not scheduled early
- Process dependency on Workday (Create Request) and Workday Learning; issues or access constraints could delay card issuance/activation
- Is this notice intended to solicit any vendor services/products, or is it strictly informational guidance for internal P-Card applicants?
- If a vendor response is expected, where are the solicitation number, response deadline, and statement of work? (None are provided in the brief)
- For questions about the P-Card application/orientation process, should inquiries go to Card Services Help Desk at 515-294-7024 / cardservices@iastate.edu?
Some notices publish limited source detail. Confirm these points before final bid/no-bid decisions.
- Whether this is a procurement solicitation versus an internal guidance page (no solicitation number, due date, or vendor deliverables provided)
