Maryland Department of Human Services issued an RFP titled “Indian Child Welfare Act Outreach and Engagement” (OS/POLIC-25-001-S) and released Amendment #1 dated August 14, 2024. The amendment changes the Key Information Sheet to clarify the procurement is NOT a Small Business Reserve (SBR) procurement (SBR Designation revised to “No”). Offerors should download and align their proposal to the amended Key Information Sheet and ensure their submission reflects the updated SBR status. More BidPulsar strategy notesCompliance, pricing, teaming, risks, questions, and coverage notes
- Amendment #1 is binding on all offerors responding to the RFP and specifically revises the Key Information Sheet SBR Designation to “No”.
- Use the State-provided Attachment A Financial Proposal workbook for pricing submission.
- Build pricing directly in Attachment A (Financial Proposal spreadsheet) and ensure internal roll-ups reconcile to the workbook’s structure.
- Because this is not SBR-designated per Amendment #1, plan pricing and competitive positioning accordingly (no SBR constraint indicated in the amendment text).
- Consider partnering with organizations that have direct ICWA outreach/engagement credibility (e.g., culturally-informed outreach specialists) to strengthen approach and delivery capacity, while keeping prime accountability aligned to DHS expectations.
- Submitting proposal language that still indicates or assumes SBR applicability conflicts with Amendment #1 and can create compliance risk.
- Failure to use (or correctly complete) the provided Attachment A financial workbook may lead to a nonconforming financial submission.
- Can DHS confirm whether any additional sections beyond the Key Information Sheet were impacted by the SBR status change (e.g., evaluation, subcontracting, or certification requirements)?
- Is an amendment acknowledgment form required, and if so, where in the RFP package should it be included?
- Are there any updated submission instructions, filenames, or formatting requirements associated with Amendment #1, beyond the SBR designation change?
Some notices publish limited source detail. Confirm these points before final bid/no-bid decisions.
- Proposal due date/time and submission method (portal/email/address) from the base RFP
