State of Maine contracts that use federal funds and are valued over $25,000 require the selected vendor to self-certify that it has not been debarred from doing business with the federal government. The vendor debarment self-certification form is found on the Office of State Procurement Services website under the Forms page. The full title of the document is: “Certification Regarding Debarment, Suspension and Other Responsibility Matters Primary covered Transactions.” Cybersecurity and Prohibited Technologies When contracting with the State of Maine, the vendor certifies to the best of vendor’s knowledge and belief that the vendor, its principals and any subcontractors named in any contract: a. is not a foreign adversary business entity, https://www.maine.gov/oit/prohibited-technologies , Title 5 MRSA §2021 (3); and b. is not on the list of prohibited companies or does not obtain or purchase any information or communications technology or services included on the list of prohibited information and communications technology and services https://www.maine.gov/oit/prohibited-technologies , Title 5 MRSA §2030-B.
