CIP No.: 376-01 Project: Gravity Sewer Rehabilitation (GSR) Program, Group 1 Package Owner: ORANGE WATER AND SEWER AUTHORITY (OWASA) 400 JONES FERRY ROAD CARRBORO, NORTH CAROLINA 27510 Date: April 10, 2026 Pursuant to Section 143-129 of the General Statutes of North Carolina, sealed Bids will be received by Orange Water and Sewer Authority from Bidders until 3:00 P.M., local time, on May 21, 2026 for CIP No.: 376-01, Project: “Gravity Sewer Rehabilitation (GSR) Program, Group 1 Package” in the Administrative Offices, 400 Jones Ferry Road, Carrboro, North Carolina 27510, at which time the Bids received will be opened and read aloud. Bids will be received for a Unit Price General Construction Contract. The Contractor and all Subcontractors shall have valid North Carolina General Contractor’s Licenses for the type and value of the work to be performed. The Project base bid consists of furnishing all materials, labor, equipment, tools, etc. unless otherwise specified, for the rehabilitation of approximately 1.5 miles of gravity sewer pipe, ranging in size from 8-inch to 12-inch diameter, through a combination of approaches including but not limited to open cut point repairs, cured-in-place pipe lining, and pipe bursting. Work also includes lateral reinstatements, bypass pumping if needed, manhole rehabilitation identified as needed based on field conditions, traffic control if needed, restoring ground and roadway surfaces, and all associated appurtenances as described in the Specifications and as shown on the Drawings. The Project add alternate bid consists of furnishing all materials, labor, equipment, tools, etc. unless otherwise specified for the complete and operable rehabilitation of 8-inch gravity sewer through cured-in-place pipe patches, associated lateral reinstatements, and all associated appurtenances as described in the Specifications and as shown on the Drawings. The foregoing description shall not be construed as a complete description of all work required. Beginning on April 10, 2026, the Contract Documents will be available electronically. Electronic copies will be transmitted to prospective bidders by request through email, free of charge, by emailing Stephanie Holloman at stephanie.holloman@hdrinc.com. Bidders are strongly encouraged to attend a non-mandatory Pre-Bid Conference at 3:00 P.M., local time, on April 29, 2026 in the OWASA Administration Offices, 400 Jones Ferry Road, Carrboro, North Carolina. Attendance will be limited to two representatives from each firm. Orange Water and Sewer Authority has adopted a minimum ten (10%) percent goal for participation by minority businesses in the total value of the work for this project in accordance with Section 143-128.2 of the General Statutes of North Carolina.
