ITB 32801 -13914 TWRA Staff General Uniforms Specifications Page 1 of 44 ITB 32801 -13914 TWRA GENERAL UNIFORMS SPECIFICATIONS This solicitation is for the procurement of uniform items for TWRA staff ; inclusive of embroidering emblems, names, and positions as well as attaching emblems, badges, names, or positions to the clothing items. This will be a single -award solicitation with one contract awarded with a contract term of three (3) years, with two (2) renewal option s. A. GENERAL REQUIREMENTS 1. Purchasing shall be based on a discount per line. The work completed shall follow the guidelines specified in the products’ specifications. 2. All manufacturers and models are mandatory items, and Contractors shall be able to provide all items requested. 3. The Contractor shall have an alterations facility within 100 miles of TWRA HQ (5107 Edmondson Pike, Nashville, TN 37211) to ensure quicker turnaround times on alterations and limits cost of shipping and handling. 4. All orders shall be paid by purchase orders as payment card payments are unacceptable. 5. Samples – Bidders may contact Melissa Raulerson at 615 -781-6580 or Melissa.Raulerson@tn.gov to obtain samples. 6. The TWRA shall add or remove line items after the signing of the Contract through Memorandum of Understanding “MOU” process per Terms and Conditions (ref. ITB 32801 -13832 Terms and Conditions 8.5.). Substitutions shall be added if deemed necessary by the S tate. 7. Uniform measurements will be provided at no cost, and each region will host two uniform days per year for fittings, measurements, and related services. 8. Seconds shall not be acceptable. All uniform items supplied shall be first quality. 9. Bidders shall provide the manufacturer and models provided within these specifications (ref. Appendix 1) . Substitutions shall not be allowed. Sizes shall be available for men sizes S - 6X or 30 -60 and women sizes XS - 5X or 2 - 24. When applicable, lengths of short, regular, or tall shall be specified at time of order for the size ordered. No sizes shall be ordered that are not published as available by the manufacturer. 12. Hemming shall be available and shall be specified at time of order. Thread color of hem shall match color of garment. 13. Unit of Measure “EA” is equal to one article of clothing. 14. Cost of embroidering emblems, names, and positions as well as attaching emblems, badges, names, or positions is to be included in the price bid for the clothing items. 15. Patches and badges shall be made by the winning bid company. a. The patches and badges shall be on shirts, vests, jackets, and caps as stated in specifications below. b. When attaching the patches, badges, emblems, positions, thread color should match the color of the item being attached. c. Large TWRA patch is 3 1⁄2” wide. d. Small TWRA patch is 3” wide. e. Large TWRA patch with Rocker is 3.25 x 3.75. ITB 32801 -13914 Specifications Page 3 of 44 f. Badge patch is 2 1/8 x 2 7/8. 16. Embroidery color specified in clothing description. a. See Appendix 2 for embroidery specifications. b. Three embroidery colors: Deep Green 5584, Pearl Grey 5640, and Black 5596. c. Two styles: one with the word “Commissioner” embroidered below emblem and one without. 90% of orders shall be without the word “Commissioner.” 17. Colors are designated as part of each uniform’s specification. B. UNIFORM WEBSITE 1. Contractor shall offer an online website that allows employees to place orders for the specified items and that is limited to the employees’ position within the agency and the employees’ purchase allotments. 2. The Contractor shall provide a unique login to each employee that lists the authorized allowance amount and balance. 3. The site shall display only those items designated for the employee’s position. 4. The site shall contain product images , descriptions, and an online link to the product from the manufacturer. 5. The site shall display the current order’s status and prior purchase history. 6. The site shall allow TWRA to view and print invoices. 7. The site shall allow TWRA to view the payment statuses of the invoices. 8. The site shall provide for a TWRA administrator login where all agency employees allowance balances, order history, and open order statuses are displayed. 9. The site shall allow the TWRA administrator to pull two (2) weekly reports. a) Report 1 shall allow the TWRA administrator to input a date range to pull the data which shall include a description of the item, TWRA contract item number, who purchased it, and quantities. b) Report 2 shall allow the TWRA administrator to input a date range to pull the data which shall include a description of the item, TWRA contract item number, and quantities. ITB 32801 -13914 Specifications Page 4 of 44 10. The site shall be offered at no additional cost to the agency. C. INVOICING 1. In addition to Terms & Conditions 6.4. a, the Contractor shall provide the following information on their itemized invoices: a. Contractor’s company name and mailing address (this shall be the same address that they have provided when bidding.) b. Contract Line -Item identification number and description that corresponds to the ordered uniform item . c. The number of items order per line and price per unit . d. Name and address as to where order was shipped . D. SHIPPING 1. Contractor shall be required to package and clearly label each shipment separately by employee name. a. The employee’s name shall be provided with each order placed. The contractor shall also enclose a packing slip with each shipment that references the employee’s name. b. Inside each box shall be a copy of each packing slip for the uniform coordinator records. c. Finished shirts shall be pressed, folded, and packaged in poly bags. 2. The Tennessee Wildlife Resources Agency (TWRA) does not have warehousing facilities for uniforms. 3. Contractor shall attach emblems (or complete embroidery) and deliver all items ordered within forty -five (45) days after receipt of a purchase order. 4. Contractors are expected to stock uniforms, or have access to stock, to complete orders within the specified delivery terms. 5. Contractor shall ship all uniform items FOB Destination to one of the delivery addresses listed below. 6. Delivery location shall be identified with each purchase order issued.
