About Purchasing The Purchasing Section oversees the acquisition of quality goods and services for state agencies, with the primary objective of maximizing the value of public funds. This process is conducted in a manner that ensures open competition and provides equal opportunities for vendors. Online Bid System A&I’s Procurement Section has a partnership with Public Purchase, a web based eProcurement service. This eProcurement system provides registered vendors with automatic notification of A&I Procurement bids for vendor selected commodities and services based on classification codes. Procurement does not guarantee electronic notification of bids. Bidders are responsible for monitoring the site, and downloading any bids of interest. Bids may be obtained by registering with Public Purchase. All vendors must complete the registration process . Residency Certification Inquiries regarding obtaining a residency certification number should be directed to the Department of Workforce Services, Labor Standards Office at (307) 777-7261. Operating Statutes The A&I Purchasing Section operates within guidelines defined by several important Wyoming legislative statutes. To learn more about all Wyoming Government statutes, please visit the State Legislature website and make use of their powerful search tool. State of Wyoming Employee? What the buyer is trying to do

Provide vendors guidance on how to find, register for, and monitor A&I Procurement bid opportunities (via Public Purchase), along with contact information, office logistics, and policy notes (e.g., construction procurements routed to the State Construction Department; residency certification handled by Department of Workforce Services).

Who should pursue this
  • Vendors seeking Wyoming A&I Procurement opportunities who can register and actively monitor Public Purchase for relevant commodity/service classifications
  • Firms able to support Wyoming state agencies’ purchases of goods and services through open competitive processes as managed by A&I Purchasing
Work breakdown
  • Register as a vendor in Public Purchase (A&I’s web-based eProcurement service) to access bid documents and receive notifications by selected commodity/service classification codes
  • Continuously monitor the Public Purchase site and download bids of interest (A&I notes electronic notifications are not guaranteed)
  • For construction-related purchases, route inquiries to the State Construction Department (construction purchases handled there as of 10/1/2020)
  • If applicable, obtain a residency certification number through the Department of Workforce Services, Labor Standards Office
Response package checklist
  • Public Purchase vendor registration completed (required to obtain bids via the eProcurement system)
  • Internal process established to monitor Public Purchase without relying on email notifications (A&I states notifications are not guaranteed)
  • If claiming Wyoming residency preference (if applicable to future bids), residency certification number obtained from Department of Workforce Services (Labor Standards Office)
More BidPulsar strategy notesCompliance, pricing, teaming, risks, questions, and coverage notes
Compliance notes
  • Bidders are responsible for monitoring the Public Purchase site and downloading bids of interest; A&I Procurement does not guarantee electronic notification of bids
  • All vendors must complete the registration process with Public Purchase to obtain bids
  • Construction-related purchases are handled by the State Construction Department as of October 1, 2020
  • Residency certification inquiries are directed to the Department of Workforce Services, Labor Standards Office
Pricing strategy
  • No pricing model or evaluation approach is provided because this notice is not a solicitation; focus should be on readiness to respond once a specific Public Purchase bid is downloaded
Teaming and subs
  • For construction-related opportunities, engage with/coordinate through the State Construction Department process rather than A&I Procurement (per the notice)
  • If pursuing goods/services opportunities that may be statewide in scope, consider local Wyoming partners only if future bid docs require local presence or specific compliance items (not stated on this page)
Risks and watchouts
  • Missing bids due to reliance on automatic notifications; the notice explicitly states electronic notification is not guaranteed and bidders must monitor the site
  • Misrouting construction inquiries to A&I Procurement instead of the State Construction Department (construction handled there as of 10/1/2020)
  • Delays in communication due to limited in-office staffing and some staff working remotely; the notice recommends reaching out to usual contacts within A&I-Procurement
Smart questions to ask
  • Which Public Purchase classification codes should we select to ensure we see the relevant commodities/services for A&I Procurement bids?
  • Is there a recommended cadence or method for monitoring Public Purchase to avoid missing postings given notifications are not guaranteed?
  • For a given requirement, how do we confirm whether it is considered “construction-related” and therefore must go through the State Construction Department?
  • Are there any A&I Procurement-specific vendor requirements beyond Public Purchase registration that commonly appear in bid documents (not listed on this page)?
Source coverage notes

Some notices publish limited source detail. Confirm these points before final bid/no-bid decisions.

  • This is not a specific bid/solicitation; no scope, solicitation number, dates, deliverables, or evaluation criteria are provided
